A leader in the Government Contract Audit Field, with over 40 years of specialized experience providing accounting, auditing and consulting services, Tom brings extensive, diversified knowledge in the area of public sector procurement,  auditing, compliance, and control. He is a nationally recognized expert in the effective use of audit methods to support professional services procurement in government transportation  programs, and is experienced in government accounting and budgeting, procurement regulations, claims auditing, municipal, transit and airport fiscal operations.

Tom worked for the New York State Department of Transportation for over 20 years, ultimately directing the contract audit unit for his last five years. In addition, Tom was a  key  participant in joint activities of the American Association of State Highway and Transportation Officials Audit Sub-committee, the American Council of Engineering Consultants, and  the Federal Highway Administration in guiding Federal legislative initiatives for coordinating multi-state audits of engineering firms. More recently he has played a leading role with his state agency clients in developing approaches to controls and audit oversight of design build projects and was part of the original writers of the American Association of State Highway Transportation officials (AASHTO) guide, assisted the Federal highway Administration with developing and presenting training on new regulatory and statutory guidance for auditing overhead of engineering consultants across the United States. Tom was the former owner of TG Associates CPAs, which was founded in 2003 to provide compliance audit and consulting services to government contractors and agencies.
